jpnn.com, JAKARTA – RI Ombudsman member Robert Na Endi Jaweng opened up some surprising findings about the national insight test (TWK) in the context of changing the status of KPK employees to ASN.
The Ombudsman found allegations of maladministration in policy formulation, implementation of the KPK TWK, in determining the results of the national interview assessment.
In policy making, the Ombudsman found the insertion of rules, deviations in procedures for abuse of authority.
Robert explained that the process of drafting the Corruption Eradication Commission Regulation (Perkom) Number 1 of 2021 on procedures for transferring KPK employees to ASN started in August 2020 and continued with the harmonization phase from December 2020 to January 2021.
Well, at the time of that trial, the Ombudsman had not found a TWK clause in the phase of changing the status of KPK employees to ASN. The regulation would not have appeared until January 25, 2021, which is the day before the last harmonization meeting.
“The emergence of the TWK clause is a form of verse insertion, the appearance of a new verse. It appears in the last month of this process,” Robert explained in an online press conference on Wednesday (21/7).
Not only that, the Ombudsman also found procedural irregularities and abuse of power in the formation of Perkom 1/2021 in the context of changing the status of KPK employees to ASN.
Based on the Menkumham Ordinance No. 23 of 2018, Robert said, the harmonization must be attended by senior officials, in this case the secretary general or head of the bureau, JPT, administrative officials and the working committee. This will be maintained until harmonization in December 2021.
